Okta Provisioning Error Occurs When Administrators Assigned Users Before Enabling Provisioning
Last Updated:
Overview
When administrators assign users to an application before enabling provisioning, Okta generates a provisioning error. Administrators resolve this by manually reprovisioning the affected users from the application assignments tab. If administrators enable provisioning after users receive application assignments, Okta displays the following error on the dashboard:
User was assigned this application before Provisioning was enabled and not provisioned in the downstream application. Click Provision User.
Applies To
- Okta Identity Engine (OIE)
- Okta Classic Engine
- Provisioning
- External ID
Cause
The error occurs because administrators assigned users to the application before enabling the provisioning features.

In this video, learn how to troubleshoot provision errors.
How do administrators manually reprovision unprovisioned users in Okta?
Resolve the provisioning error by navigating to the application assignments, locating the unprovisioned users marked with a red exclamation icon, and clicking the provision user button to manually trigger the downstream provisioning process.
- On the Assignments tab, search for the affected user.
- Select the red exclamation icon to view the provisioning error.
- Click Provision User.
- Click OK in the dialog box.
