Okta User and Application ID Uniqueness Across All Instances

Overview
Okta assigns a pseudo-randomly generated ID to each user and application upon creation. These IDs are unique across all Okta tenants and cells and serve to identify the user or application in internal and external contexts, and may be used as an external ID user attribute for mapping(as described in the Can the Okta User ID be used for profile mappings? article), application username, etc.
