Okta ServiceNow UD Provisioning Fails With User Not Authorized Error

Okta Integration Network
Okta Classic Engine
Okta Identity Engine

Overview

Okta generates a provisioning error for ServiceNow UD when a misconfiguration occurs in the target ServiceNow UD platform, such as an authentication policy blocking basic authentication. Contacting ServiceNow UD Support to resolve the misconfiguration and re-authenticating the API integration in Okta resolves this issue. The following error appears during provisioning:

 401. User Not Authorized. Required to provide Auth information

Error Message

When an administrator attempts to re-authenticate with valid credentials, the API credential validation fails with the following error:

Could not verify the administrator credentials; please confirm that these are set correctly

Error message

Applies To

  • Okta Identity Engine (OIE)
  • Okta Classic Engine
  • Okta Integration Network (OIN)
  • ServiceNow UD Provisioning

Cause

The error occurs because the ServiceNow UD System for Cross-domain Identity Management (SCIM) remote server reports a 401 error, indicating a misconfiguration in the target external ServiceNow UD platform. For example, a ServiceNow UD authentication policy blocks basic authentication and requires OAuth 2.0 instead.

NOTE: The root cause of the issue varies depending on other ServiceNow UD misconfigurations. Contact the ServiceNow UD Support team for direct assistance to determine the exact root cause and request a dedicated solution.

Solution
