Okta ServiceNow UD Provisioning Fails With User Not Authorized Error

Overview
Okta generates a provisioning error for ServiceNow UD when a misconfiguration occurs in the target ServiceNow UD platform, such as an authentication policy blocking basic authentication. Contacting ServiceNow UD Support to resolve the misconfiguration and re-authenticating the API integration in Okta resolves this issue. The following error appears during provisioning:
401. User Not Authorized. Required to provide Auth information
When an administrator attempts to re-authenticate with valid credentials, the API credential validation fails with the following error:
Could not verify the administrator credentials; please confirm that these are set correctly

- Contact the ServiceNow UD Support team to review potential ServiceNow UD misconfiguration issues and apply any recommended solutions.
- Navigate to the Okta Admin Console and go to Applications > Applications.
- Select the ServiceNow UD application.
- Go to the Provisioning tab and select Integration in the left settings menu.
- Select Edit.
- Enter the correct ServiceNow UD administrator credentials.
- Select Test API Credentials and verify that the validation succeeds without error.
- Select Save.
- Navigate to Dashboard > Tasks.
