Is there a way to integrate Oracle RDBMS as a Identity Provider in OKTA?
We are working on POC to integrate our appliaction with Okta for MFA. In the process of doing same, we are finding ways to integrate Oracle database with Okta as a IDP. But I can see only LDAP/AD as IDP in free version of developer account. Do we have any option to integrate Oracle as IDP, if yes please let me know how can I achieve this.

You might be looking in the wrong place. If you want to add Oracle as an IDP the instructions for this are here: https://okta-developer.pixtulate.com/docs/guides/add-an-external-idp/saml2/before-you-begin/
There are instructions there for using social identity providers but also OIDC and SAML 2.0. I think Oracle can do SAML 2.0, yes?
OKTA support a lot of Identity Providers as mentioned below & apart from these OKTA may support IDP through generic OpenID Connect or SAML.
Oracle RDBMS is still not in the list of supported IDP.
