For email factor enrollment/challenge, OKTA allows resend after 5 seconds.
But we don't want to allow user to resend OTP within specified tokenLifetimeSeconds.
How can I set this resend OTP time window?

Thanks @User16254393570754125507 (Okta) but that question is related to OTP TTL.
My question is can we modify OTP email rate limit? The interval in which resend won't be allowed.
