I have a user traveling to Mexico and Mexico is listed under blocked countries on agari okta and I need your assistance to whitelist her IP address ASAP.

This has to whitelist in agari because it has blocked by Agari...
Per support, this is not possible. The dynamic network block lists are prioritized over any white lists you create. We ran into the same situation last year when one of our resources traveled home to an eastern European country that's in our block list.
