Hi all, we wish to migrate all our users from developer okta preview tenant to production tenant. We wish to keep the Okta ID same, is there a way to import users in this way?

The Okta ID is unique for all users and between all environments and Okta cells, at this time this attribute needs to be unique and can not be migrated on a different Okta org.
However you can add a Feature Request on our Idea section, for a chance that this functionality to be added in the future.
