Hello,
I would like to setup some of my users to not have any password set up, and to only allow them to log in via Social Login (external OIDC IDP). How can I setup Okta to do so.

Thanks for your answer.
This only partially answer my needs, but my question was not complete.
My users will be created via the User API called by an proprietary application. JIT registration will be disabled for this application. I would like the Users created, them not to receive any email to setup their password, and I would like them not to be able to connect with a password, only via an external OIDC IDP.

You need to set routing rules after creating the users:
