IS there a tech debt risk by not upgrading the current Identity Engine
We are heavily integrated and the upgrade will likely consume a lot of time. IS the upgrade in a time box? and what's the risk of delaying?

Specific tech debt would depend on what features you are leveraging in Okta Classic. See "Will all of the Okta Classic Features be supported in the Okta Identity Engine?" in the FAQ link below. Remaining in Okta Classic as a whole could be considered technical debt as new OIE functionality may not be backward compatible so you might be getting boxed in if you remain. I especially think the way OIE deals with sign-on and MFA policies differently is a something you want to research and take note of. We migrated 4 tenants from Classic to OIE and was very smooth and we really like the OIE.
