From the Okta Help Center, I click the Community drop-down menu and then select Ideas. The page does not load. If I go directly to https://okta-ideas.pixtulate.com/ I am brought to what looks like a login page, but there is no visible text, and the only button is not responsive.

Just tested on my end - seems to be working (Firefox, MacOS).
Not sure if this is the case for you, but please check if your browser's pop-up blocker is interfering with it - the page is supposed to open in a new tab when you go from Community>Ideas and I've seen situations where it might refuse to open the page.
Also check in incognito/or another browser, clear cache/cookies.
