What access do I need to grant in order for a custom admin role to be able to "resend activation e-mails"? I couldn't find anything in the documentation for this specific action.

You will need to give the Admin the permission to "Activate Users". This option should be under Manage Users -> Edit User's lifecycle states -> Activate users.
